Más de 10 mil hectáreas de tierra no producirán arroz por falta de agua
La zona de mayor producción de arroz en Cuba se ve seriamente afectada
por la sequía

SANCTI SPÍRITUS, Cuba – En la actual siembra de arroz que se lleva a
cabo en la arrocera El Sur del Jíbaro, en el municipio espirituano de La
Sierpe, más de 10 mil hectáreas de tierra quedarán sin sembrar debido a
la alta demanda de agua que requiere el cereal y los bajos niveles del
preciado líquido existente en la presa Zaza, la mayor del país.

Con menos del 18 % de su capacidad de llenado, el mencionado embalse no
pudo sostener la actual temporada del cultivo en la segunda arrocera más
importante de Cuba, destinando casi la totalidad de los terrenos al
ganado y a otros cultivos que demandan menos agua.

Los datos fueron brindados recientemente por Radio Sancti Spíritus, en
el programa "Como lo oyes", donde también dijeron que un total de 30
tractores de la empresa arrocera serán puestos a disposición de otros
municipios apoyar otras producciones.

José Basulto, un trabajador por cuenta propia comentó al respecto que
"más del 70 % del arroz que se comercializa en la provincia, sale de la
Sierpe; si no se siembran en esta campaña seguro los precios se van a
disparar".

Adalberto Izquierdo, un poblador espirituano, afirmó que en los mercados
estatales venden arroz a cinco pesos la libra pero desde principios de
mes ha faltado en algunos lugares, y los particulares lo vendieron a
siete pesos la libra.

Rolando Estrada, campesino, comentó:" El ganado será pastado y mejorado
para luego venderlo a los mataderos, pero no lo podremos comer porque
aquí solo le venden un pedacito a niños menores de siete años y a
embarazadas y enfermos con dietas médicas". En Cuba es ilegal matar
reses, y los particulares no son en la práctica los dueños del animal.

Agregó la fuente que los pastizales son excelentes para ganado crecen en
tierras donde se ha empleado muchos fertilizantes.

AGENCIAS.- Cuba compró al menos 13 millones de kilogramos de pollos de
Estados Unidos para entregar en octubre, dijeron el miércoles operadores
a Reuters, lo que suspende una prohibición de dos meses cuando el
Gobierno cubano dejó de importarlos debido a una epidemia de gripe aviaria.

Una carta enviada por correo electrónico en junio a intermediarios por
la empresa Alimport, la importadora de alimentos del Gobierno cubano,
había dicho que Cuba no aceptaría ofertas de entregas de pollo en agosto
y septiembre "teniendo en cuenta la situación de la salud animal" en
Estados Unidos.

Alimport no ha comentado públicamente el asunto y no respondió de
inmediato a las solicitudes de Reuters para confirmar el levantamiento
de la prohibición.

A Cuba se le ha permitido comprar productos estadounidenses agrícolas en
virtud a una excepción del año 2000 al embargo comercial que Washington
aplica a La Habana desde hace más de medio siglo.

Las exportaciones de pollos de Estados Unidos a Cuba fueron de 47,5
millones de dólares en 2014, según un reporte del Consejo Económico y
Comercial de EEUU-Cuba, que sigue el comercio entre ambos.

Las exportaciones estadounidenses de pollos a Cuba, cerca de la mitad de
los envíos agrícolas estadounidenses a la isla, han disminuido cerca de
un 40% este año, dijo el Consejo.

Estados Unidos está lidiando con el peor brote de gripe aviaria de su
historia. Más de 50 millones de pollos, pavos y otras aves fueron
sacrificadas hasta agosto de este año.

El virus no es el mismo de la gripe aviar que ha causado infecciones
humanas en África, Asia y Europa.

Los precios de los alimentos continúan en ascenso. Las empresas
agrícolas estatales, que podrían hacerlos bajar, producen muy poco.

Lo único que se conoce de los resultados agrícolas en la etapa
correspondiente a enero-junio es lo informado por la Oficina Nacional de
Estadísticas e Información (Sector Agropecuario. Indicadores
seleccionados, enero-junio 2015, edición de agosto de 2015): que se
produjeron 2.706.300 toneladas.

Recurramos a algunos datos oficiales para analizar el retroceso que ha
habido en la producción agrícola en Cuba en los últimos años.

Según datos de la ONEI (Panorama del uso de la tierra. Cuba 2013,
edición de marzo de 2014), de 1.851.600 hectáreas de tierra que poseen
las empresas agrícolas reportaron cultivadas 329.584, lo que representa
el 17,8%. A pesar de disponer de mayores recursos, esas empresas
tenían 1.522.016 hectáreas ociosas.

Las 3.407 cooperativas agropecuarias y campesinos cuentan con 4.480.900
hectáreas. De ellas, tienen cultivadas 3.691.519, lo que representa el
82,2%. Se reportan 799.381 hectáreas ociosas.

Las 1.754 Unidades Básicas de Producción Cooperativas (UBPC) son las
entidades productivas que poseen las mejores tierras cultivable después
de las empresas agrícolas estatales. Disponen de 1.677.500 hectáreas.
De ellas, 540.155 se reportan como cultivadas. 1.137.345 permanecen
ociosas.

Son conocidos los graves problemas de ineficiencia, descontrol y mal
trabajo que arrastran las UBPC desde su creación en 1993.

En el informe de la ONEI referido a la producción agropecuaria
enero-junio, los datos brindados son muy generales. Sin precisar la
tierra que poseen las empresas agrícolas estatales y las que son
gestionadas por las cooperativas agropecuarias y los campesinos, se
dice que, de las 572.000 hectáreas listas para sembrar, solo fueron
cultivadas 449.900 y que solo se pudieron cosechar 334.100. Es decir,
se dejaron de sembrar 124.100 hectáreas. De las sembradas, en 113.800
hectáreas, por razones que se desconocen, no se recogió cosecha alguna.

Las empresas agrícolas, las UBPC y las cooperativas agropecuarias
reportan en su conjunto 3.458.742 hectáreas de tierra sin cultivar, lo
que representa el 54% del total de las tierras cultivables en Cuba
reportadas como ociosas o mal atendidas.

A la injustificada reducción de las tierras destinadas al cultivo, el
mal desempeño de las empresas agrícolas y la cada día más crítica
situación de la UBPC, se le suma los problemas que confrontan las
cooperativas agropecuarias y los campesinos en la compra de los insumos
—a pesar de la rebaja de los precios— y la mala calidad de estos.

Persisten las dificultades para sacar a tiempo las cosechas de los
campos por falta de trasportación, lo que provoca que una gran parte
termine como alimento de los cerdos.

A pesar de esas dificultades, la producción del semestre recayó
fundamentalmente en los cooperativistas y campesinos, que cumplieron en
un 88,1% la producción de viandas y hortalizas y lograron acopiar el
93,4% de las 450.000 toneladas de frutas recogidas.

El mayor peso en la producción de carne de res y de cerdo recayó en las
empresas pecuarias y porcinas, con 45.750 y 94.248 toneladas,
respectivamente.

En Cuba, donde el salario promedio no sobrepasa los 23 dólares
mensuales, comer carne es un lujo que pocos pueden darse.
Particularmente, la de res: el precio del kilogramo ronda los 12 dólares.

En cuanto a la carne de cerdo, a pesar de haberse incrementado lo
producido (4.500 toneladas en el semestre), su precio oscila entre 1,40
y 1,80 dólares la libra.

La carne de cerdo no es comercializada por las empresas porcinas, sino
por los dueños de los puntos de venta y tarimas de los mercados
agropecuarios. Hasta ahora no se ha explicado cómo se resolverá este
problema.

Los cooperativistas y campesinos, en quienes recae el peso de la
producción, venden a precios altos porque incluyen los gastos que se
originan en la siembra, la atención de los cultivos, la recogida de la
cosecha y el traslado para el mercado. Los intermediarios y revendedores
duplican y triplican los precios de los productos que venden a los
dueños de los puntos de venta y tarimas. Así, la población se ve
obligada a pagar precios astronómicos por los alimentos.

Los precios continúan en ascenso. Quien podría hacer que bajen serían
las empresas agrícolas estatales si produjeran más, pero todo indica que
por el momento eso no es posible: en el primer semestre de este año solo
alcanzaron a producir entre el 6 y 11% del total reportado.

old this Thursday, October 8. For decades, seven has been the age chosen
by Fidel Alejandro Castro and maintained by his brother Raul Modesto for
Cubans to stop drinking milk.

Every ten days a Cuban child under age 7 receives 2.2 pounds of powdered
milk for the price of 2.50 in Cuban pesos, about 10 cents in US dollars.
The minimum Cuban wage is around $10 a month, and the average is about
$18 a month, and however prices are adjusted for markets around the
world, you can see it would be impossible for a Cuban worker. In Spain
and Brazil it is possible to buy a quart of milk for the equivalent of
$0.70 on the US dollar, but such a figure approaches a day's wages for a
Cuban teacher.

Outside this milk quota received by my son, which he shares with his
older sister, Cubans who want to drink milk or give it to their children
or parents, have to buy it in the market in dollars. But there the price
of milk far exceeds what is charged for children under seven, and also
exceeds what it costs in most markets in the world. More than four times
what it costs abroad, and a quarter of the Cuban minimum monthly wage.
The milk sold at such a price is often already expired on the shelves.
As of age seven, not even Cuban children can drink milk, nor will they
be able to do so for the rest of their lives.

The times of White Udder are past, she was a cow with a tumor and the
attention of one no less damaging than Fidel A. Castro. In the '80s she
broke the world record for the most milk produced in a day. They say the
comandante paid filial attention to the beast, making her into a star of
articles, documentaries, frequent visits from specialists from around
the world and, according to a computer engineer who emigrated, it was an
honor in those years to be invited by Fidel A. Castro to toast with a
glass of milk from those diseased udders.

It is known that the comandante's passions were, for decades, objects of
national worship. The Yankees were hated until last 17 December, Celia
Sanchez was the truest flower, PPG – a pill to regulate cholesterol –
came to rub shoulders with the rest of the national symbols, and five
spies charged with involvement in murder were made into heroes.

Aside from delirium, to exalt the Cuban dairy industry was a propaganda
move. The Revolution had triumphed, among other things, to bring a glass
of milk to every child and one cow was enough to meet this ambitious
goal, according to the logic offered by the Party leader. If we consider
that the Communist organization emphasized greed more than bringing
together members who believed in the supposed aims of the Revolution, we
can understand why this particular heroine is stuffed in a livestock
research institute like Lenin in his mausoleum.

There is a clear difference between wanting a good and desiring to be
the one who appears good. This goal explains a great deal of Castroism.
While supporting a costly and unproductive livestock industry with
Soviet subsidies and providing every child and more than a few adults
with a glass of milk, Fidel A. Castro appeared on an ongoing basis as a
kind of godfather to the industry. Hence his strutting about with White
Udder and his delirious references to her in his interminable official
speeches.

Our entire cattle industry collapsed at the beginning of the nineties,
the age of children eligible for subsidized milk was cynically reduced
to six years, fresh milk was no longer distributed, and Fidel A. Castro
never again appeared at any site related to the subject.

If a glass of milk for every child had really been of interest to the
Castro regime, they would have long ago relaxed the state monopoly over
cows, and reduced the prison sentences of those who go looking in the
black market to compensate for its lack. None of this has happened and
our children, my son among them, wake up without milk on the day they
turn seven.

Cuba has purchased at least 30 million pounds (13 million kg) of U.S.
chicken for delivery in October, traders told Reuters, ending a
two-month suspension that Cuba attributed to a bird flu epidemic
affecting the U.S. poultry industry.

A letter emailed in June to traders from Alimport, the Communist-run
country's food importer, said Cuba would not accept bids for delivery of
chicken in August and September, "taking into account the animal health
situation."

Alimport has not publicly commented on the issue and did not immediately
respond to requests from Reuters to confirm the lifting of the ban.

Cuba is allowed to purchase U.S. agricultural goods for cash under a
2000 exception to the trade embargo.

U.S. chicken exports to Cuba totaled $147.5 million in 2014, according
to the New York-based U.S.-Cuba Trade and Economic Council, which
monitors the trade.

Chicken accounts for about half of U.S. agricultural exports to Cuba,
which are down about 40 percent this year, the council said.

The United States is dealing with its worst outbreak of bird flu on
record. More than 50 million chickens, turkeys and other birds were
culled by August of this year.

This is not the same avian influenza virus that has caused human
infections in Africa, Asia and Europe.

It would end financing limits on sales of U.S. farm exports

WASHINGTON -- U.S. Rep. Rick Crawford, R-Ark., filed legislation
Wednesday aimed at making it easier to export American agricultural
goods to Cuba.

Most travel to and trade with the island nation 90 miles south of
Florida has been restricted for decades. Arkansas is a major U.S.
producer of rice and poultry, staples in Cubans' diets. So, Arkansas
farmers stand to benefit from increased trade with Cuba, Crawford said.

Only Congress can lift the current embargoes, and the House and Senate
disagree on what, if anything, to do about them.

Crawford's bill would repeal a law that prohibits banks and other U.S.
businesses from financing sales of U.S. agricultural exports. The ban
means that Cubans, who want to buy American goods, currently have to pay
cash upfront and that has stymied trade between the two countries.

Similar legislation sponsored by U.S. Sen. John Boozman, R-Ark., was
added to the Financial Services and General Government Appropriation
this summer, but the spending bill has been held up by budget fights.

Crawford said Cuba imports the bulk of its food from other countries. It
gets its rice from Vietnam, for example. The CIA's World Factbook
estimates Cuba's population at 11 million.

"They definitely need commodities," Crawford said. "It's a significant
opportunity."

As the No. 1 producer of rice and a top producer of poultry, Arkansas
stands to benefit, Crawford said.

"Since rice and chicken are two of their favorites, it certainly plays
to our strengths," he said.

All of Cuba's agricultural imports from the United States are controlled
by the state-owned entity Alimport, which purchases products for the
majority of Cubans.

Crawford's bill upholds the cash-upfront requirement for goods sold to
Alimport or any other entity controlled by the Cuban government. It also
allows U.S. investment in agricultural businesses not controlled by the
Cuban government.

"We're trying to work outside of the realm of Alimport because that is a
regime-controlled entity. What we want to do is facilitate
private-sector investment and be able to access that market," Crawford said.

Arkansas is positioning itself to engage quickly when or if trade with
Cuba becomes easier. Last week, Gov. Asa Hutchinson led a delegation of
state government and business leaders -- including representatives from
Riceland Foods and Tyson Foods -- to Cuba.

Arkansas rice farmer and USA Rice Chairman Dow Brantley pointed
specifically to how Cuba trade would help Arkansas.

"Our congressional district alone grows nearly half of the U.S.' rice,
so we would certainly stand to benefit from open trade with the Cubans,
as would rice producers throughout the mid-South," he said in a
statement. "USA Rice has been working to remove the trade barriers for a
long time, and after [the] 55 years that the trade embargo has been in
place, it's time for things to change."

Tyson Foods Inc. supports the legislation by Boozman and Crawford,
spokesman Worth Sparkman said.

"We believe it will promote the export of poultry and other Arkansas
agricultural products," he said.

President Barack Obama has urged Congress to lift the embargoes on trade
and travel as the United States and Cuba normalize relations.

Some Florida Republicans are worried about resuming a relationship with
the communist country. Many Cuban immigrants have settled in Florida.

In a letter to Obama last week, U.S. Sen. Marco Rubio, R-Fla., wrote
that the reasons the United States put the embargoes in place still exist.

"Regardless of your beliefs, the U.S. embargo toward Cuba is codified in
U.S. law and the reasons that it was imposed, including the Cuban
government's theft of billions of dollars of private property, remain
unaddressed by Havana," the Cuban-American lawmaker wrote.

Crawford said resistance to normalizing relations with the island is a
holdover from the Cold War and no longer makes sense.

"We're really kind of dealing in an old vestige of a political dynamic
that doesn't exist anymore," he said. "Who we are really hurting is our
producers and the jobs associated with the [agricultural] industry and
the people -- not the regime -- but the people in Cuba who would like to
get quality food and who could get it quicker and more cheaply from us."
